Hi,
Why can't I create site module "breadcrumbs" in breadcrumb module position , but other module position is no problem.

Hello, publish your module in breadcrumb postion (not breadcrumbs) and is need activate page title in your menu elements.
If your want publish breadcrumb in all pages (we no recommend) you can create a new section in Helix >> Layout >> after header section and in column select breadcrumbs poisition, then publish your module in selected position. A basic guide for it is in template documentation available in your download pannel.
